Design and Construction Standards Section is responsible for the Infrastructure Design Manual, Standard Construction Specifications, Standard Drawings, and Product Approval. These documents are used on Capital Projects, as well as private development projects.

The Standard Review Committee (SRC) was established to review, revise, and update standards and documents. Public input and participation is requested by the submittal of proposals for suggested changes, comments, recommendations and other information. The process will accomplish review of all documents within a five year cycle.
CURRENT REVIEW CYCLE
The 2024-2025 Review Cycle will look at Chapter 6, 10, and 12 of the Infrastructure Design Manual and their associated drawings and specifications. Revision proposals are due by October 31, 2024.
2022-2023 REVIEW CYCLE
The 2022-2023 Review Cycle looked at Chapters 15, 16 and 17 of the Infrastructure Design Manual (IDM) and their associated drawings and specifications. A copy of the IDM redlines, Standard Specifications redlines and Standard Details redlines is provided to the public here. The 2023 IDM is effective on November 27, 2023.

The 2021-2022 Review Cycle took a look at Chapters 1, 2, 3, 4, 5, and 13 of the Infrastructure Design Manual and their associated drawings and specifications.
OFF-CYCLE REVIEWS
Significant issues may be considered outside of the 5-year cycle for existing standard drawings, construction specifications, and the IDM. Issues will be vetted and, if determined applicable, will be updated or saved for future review cycles.

The Infrastructure Design Manual establishes basic criteria for engineers to design infrastructure in a manner acceptable to Houston Public Works. It is not intended to address all design conditions or specialized situations. Public or private sector projects submitted for initial review after November 27, 2023, must comply with all standards in the 2023 Infrastructure Design Manual. For Capital Projects, Phase II final designs (60% submittals) that are submitted for a review on or after November 27, 2023, are required to comply with the 2023 Infrastructure Design Manual.

Product Approvals
Product Approval application is a process through which manufacturers and vendors can submit their product for review to be included in the City’s Product Approval List. The Product Approval list includes products that have been reviewed and approved by Houston Public Works for use in water, wastewater, storm, and street and bridge systems that fall within the ROW. These products comply with applicable standards and demonstrate satisfactory performance. This list is representative of products that have been reviewed, their compliance with the construction specification at the time of submission verified and accepted as a product that meets the need of most City projects and ultimately benefits the City.
Inclusion in the list does not guarantee that the product will be used in all City projects. All products are subject to review and approval by the Engineer of Record per the City’s 00700 document and 01330 submittal specification for use in City projects. A product not listed in the list may be used in City project if it meets the construction specifications and is reviewed and approved by the Engineer of Record for that project through the submittal process. The City does not endorse the products in the list, neither does it intend to discourage the use of products that are not included in the list.
Product manufacturers or vendors that are interested in having their products reviewed and listed in the product approval list are required to apply for review. The City reviews products under the following disciplines:
