House moving licenses allows house movers to move houses in and through the city limits.
The Structural Inspections section inspects all construction of new, remodel, and repair of residential and commercial structures, such as minor residential and high-rises. This section is also responsible for:
- Assisting the Department of Neighborhoods with dangerous buildings by evaluating and presenting a scope of work to bring the building into compliance with current City codes and ordinances.
- Licensing and inspecting all new and existing manufactured home parks
- Evaluating hardship requests for the placement of a mobile home on private property
- Evaluating proposed moving routes of homes being relocated within the City limits or being moved outside of the City limits
- Approving the placement and inspecting the foundation of all homes being relocated within the City limits.

List Description
All work requiring a building permit must be inspected and approved by a structural inspector before the project is finalized.
Situations in which structural inspections are required include (but are not limited to):
- Foundation inspection - to ensure the structural integrity of the foundation.
- Effective immediately, a legal form survey must be provided to the inspector on the first scheduled structural inspection. This new requirement applies to all new construction and additions (those that extend the existing footprint). The new requirement includes all slab on grade, and pier and beam foundations.
- Wind storm inspection - to verify the use of wind straps.
- Frame inspection - to ensure the structural integrity of the frame.
- Energy inspection - windows, insulation
- Final inspection - to ensure full compliance with the building code.
When do I call for a structural inspection?
Typically the general contractor completing the work will call the Structural Inspections section to schedule the required inspections. If you have completed work under the Homeowner's Permit option, you are responsible for scheduling the structural inspections.

Commercial Demolition Permit
A demolition permit is required for the demolition of any commercial structure or building within the City of Houston.
Commercial Fencing Permit
For concrete/masonry fences or any fence over 8 feet in height on a commercial property.
Commercial Fill and Grade Permit
Permit is for excavation and grading other than those covered under building permits. See also Appendix E of the HBC. Plan reviews required: Structural, Stormwater and Flood, if applicable.
Commercial Fire Damage Repair Permit
Permit for repairing a commercial structure damaged by fire or other catastrophic event.
Commercial Landscaping Permit
Permit is for installing new landscaping on a commercial property.
Commercial Pool Permit
Permit for the construction of a new swimming pool at a commercial property.
Commercial Remodel Permit
Commercial construction. Remodel or conversion of existing buildings.
Commercial Repair Permit
A commercial minor repairs permit is required for repairs that involve the replacement and/or repair of existing structural members and other building elements.
Commercial Roofing Permit
Permit for a new roof or overlay for a commercial structure.
Commercial Site Work Permit
Permit for the development of a large piece of land where structures will be placed on the site at a later time.
Core and Shell Permit
Construction of the core and shell of a mid- or high-rise structure. Additional permits are required for internal build-outs.
Dangerous Building Demolition Permit
Plumbing permit, if required. Demolition permit and Certificate of Compliance. Permit is not transferrable from owner to owner.
Dangerous Building Repair Permit
Pre-inspection permit, Certificate of Compliance. Permit is not transferrable from owner to owner.
Foundation Only Permit
Commercial construction. This permit is specifically for the construction of the foundation of a commercial building.
Hardship Permit
Hardship permits for manufactured homes are valid for 1 year and are based on circumstances based or illness, economic, or security.

A house moving permit is required when a house is being moved within or through the City of Houston Limits.
House Repair or Resale Lot License
A license is required to operate a house repair or resale lot.
Manufactured Home Park License
License renewal for Manufactured Home and Recreational Vehicle (RV) Parks.

Superstructure Permit
Commercial construction. A permit to construct the structural frame only for concrete or non-rated structures
Swimming Pool Permit
Permit for the construction of a new swimming pool at a residence or commercial building.
Swimming Pool Plan Review Fee (residential pool or spa)
Plan approval is required for the construction of a residential pool in a single-family home or duplex. This is not for above ground pools or spas.
