A house moving permit is required when a house is being moved within or through the City of Houston Limits.
Permit must be kept on site until final approval is granted.
All required documents from the licensed house mover and owner must be received before a house move permit is issued.
Before applying for a house moving permit, the following criteria must be met:
- Sewer disconnect permit and approved inspection for the address the house is moving from.
- Building permit for the foundation for the address the house is being moved to.
The following documents are required for a house moving permit:
- House Moving Permit Application (CE-1185)
- Permit Bond in the amount of $3,500 for each structure
- Landowner's Agreement (CE-1237)

All routes over which a house is to be moved shall be physically inspected prior to each haul by the house moving inspector and the Parks & Recreation, Forestry Section.
The house move application information will be forwarded to the Forestry Section and they will make a route inspection within 72 hours after receiving the request.
A house moving inspector will perform the route inspection the next day after the application is submitted. A copy of the House Move Permit shall be posted on the house to be moved.
The mover must obtain a HPD escort. The approved moving times are Sunday through Thursday, 10 p.m. to 5:30 a.m.
A move completion certificate shall be issued after the move has been completed and all inspections have been made and approval has been given by the building official. The move completion certificate shall be issued by the building official
