The Engineering Services Section reviews and approves development plans for the city's infrastructure and in the city's Extra Territorial Jurisdiction (ETJ) to ensure the proper design and construction of water, wastewater and storm sewer utilities. Additionally the section manages the Texas Pollution Discharge Elimination System (TPDES) permit and inspection process by reviewing drawings, permitting projects requiring storm water quality controls as required by the Texas Commission on Environmental Quality (TCEQ).
Paving permit is granted for constructing/paving public street inside City limits. For the repair, improvement and/or maintenance of an alley
For the construction and/or repair of small/cell network or Directional Antenna Systems (DAS), and Fiber Optic Cable in the City of Houston right-of-way, Inside City limits, or outside City limits
Preliminary drainage plan for platting
An easement is required when an area is set aside for installation and maintenance of utilities by public and private utility operators.
Joint Referral Committee (JRC) consists of representatives from Planning Dept., Fire Dept., Legal, Mayor’s Office and 3 divisions of PWE.
For the construction of on-street parking (parking pad)
Includes all work done inside the city limits, within City of Houston right-of-way; work done outside City Limits within in the ETJ (Extraterritorial Jurisdiction) in Harris, Fort Bend and Montgome
Connection to the City storm sewer from inside the property; abandonment of sewer connection; replacement work in the city right-of-way.
SWQ Permit is a permit that is required as part of the Texas Pollutant Discharge Elimination System (TPDES) from the State of Texas.
