Required for all persons developing new and redeveloping existing buildings or tracts within the city to provide sufficient off-street parking and loading facilities at all times the buildings or tracts are in use or occupied.
Approved application must be submitted with the plan submittal package. All requirements of approval must be demonstrated in the permit set.
Conditions and exceptions are listed on the Action Agenda approved application from the Planning Commission meeting. Proposed project submitted for building permit must comply.
- An applicant may submit an application to the department to request variance from the requirements of this article.
- The variance application process begins at the Planning & Development Department’s office located at 1002 Washington Avenue, 3rd Floor, Houston, TX 77002.
- Once submitted and verified to be complete, review of the application and presentation before the Planning Commission will be handled by a staff member located at our 611 Walker Street office in downtown.
Applicants are encouraged to meet with the Planning and Development Department staff prior to submitting an application with a variance request.

A complete application and notification package must be received no later than 11:00 a.m., on the submittal date prior to the Planning Commission Meeting date.

Two complete sets of plans including a civil or architectural drawn site plan. (Paper or Electronic)
Once approved by Planning Commission, submit complete set of plans for building permit:
- Log in or create an iPermits account at: https://www.hpceservices.org/
- Complete building permit application
- Pay plan review fee(s)
- Receive email invitation to upload plans
- Log into ProjectDox portal and upload plan set into the appropriate folders.
- Complete the assigned task to notify the City the plan set is ready for review.
- Once approved by Planning Commission, submit documents and plans at the Permits Office located on the first floor at 1002 Washington Avenue, Houston, TX 77002.
- Plans will be routed to the to the Planning Department
- Applicant will be notified when plans are ready for pickup.
- Re-submittals are accepted at the window on the 3rd floor.
No renewal required unless Off-Site parking Lease Agreement is processed. Applicant must provide an updated lease annually.
