On April 16, 2025, the Houston City Council adopted a new ordinance creating regulations for short-term rental (STR) properties operating within the Houston city limits. The ordinance takes effect January 1, 2026.
What is a Short-Term Rental?
A short-term rental, as defined by the ordinance, is a dwelling unit or any portion of a dwelling unit that is rented out or offered to be rented out for a period of less than 30 consecutive days. This applies to any short-term rental operating within Houston city limits.
Registration opens October 1, 2025.
To avoid delays, property owners are encouraged to gather the necessary documentation in advance of applying for a Certificate(s) of Registration. Required documentation includes, but is not limited to:
