In 2001, the City of Houston passed Ordinance No. 01-1078 so that no person or company may own, maintain, operate, acquire, construct, or extend a pipeline for the transportation or distribution of natural gas or liquids in a City street without a permit.
Pipeline companies are required to submit mapping information and obtain a permit ordinance. Once all documents and fees are received, Houston Public Works initiates the permitting process through to City Council for approval.
Notify the City Engineer's Construction Services inspectors 48 hours prior to commencing work.

Submit plans in person to Pipeline Permits Section, located at 1002 Washington Ave. 2nd Floor.
Renewals are due January 1 of each year. Invoices are sent via email 60-90 days prior to expiration. Annual payment amount and invoice.
Bring the invoice and a form or payment to Pipeline Permits Section located at 1002 Washington Ave. 2nd Floor. Payment is accepted at the cashier station located on the first floor (cash, check, debit/credit card).
