The Office of the City Engineer Branch’s Monitoring Well Program is designated by the City of Houston to administer and enforce city ordinances pertaining to the construction, alteration, maintenance, and destruction of monitoring wells and environmental soil borings within the City's right of way.
If you are a non-city contractor that may require temporary or long term use of the City's right of way during environmental testing, environmental monitoring, or environmental treatment of the soil or ground water, please read our FAQ prior to applying for a permit.
Notify the City Engineer's Construction Services inspectors 48 hour prior to commencing work.
- Application for Monitoring Well/Boring Permit
- A colored GIMS map showing the location of each proposed facility in relation to all traffic signal conduits, sanitary sewer, storm, and water lines; calling out their distance from these utilities. Location of the proposed facility provided by the Global Position Satellite coordinates and must be in Degrees Latitude Longitude (i.e. 29.766894, -95.368431)
- Certificates of insurance
- A bond in the amount of $1000.00 for first facility and $750.00 for each additional facility thereafter issued by a corporate surety authorized to transact business in Texas
- Application fee
- Submit completed application and supporting documents in person to 1002 Washington Ave, 2nd Floor.
- Complete payment of application fee at the cashier station located on the 1st floor (cash, check, debit/credit card).
Mail the completed application, supporting documents and payment (certified or cashier's check only) to:

Copy of permit or payment receipt
Contact the assigned inspector provided on the receipt or permit to schedule an inspection.
Renewal invoices are emailed 60-90 days prior to expiration.
- Bring the invoice and a form or payment to Pipeline Permits Section located at 1002 Washington Ave. 2nd Floor.
- Payment is accepted at the cashier station located on the first floor (cash, check, debit/credit card).
