About

Critical facility remodel, repair, and/or conversion include the interior alterations of a single family residential building. Improvements to be made are wholly contained within the footprint of an existing structure. This does NOT include footprint addition to the building. Chapter 19 states “substantial improvement” shall mean any reconstruction, rehabilitation, addition or other improvement of a structure, the cost of which equals or exceeds 50% of the market value of the structure, before the start of the construction of the improvement. Substantial improvements will require the ENTIRE structure to be brought into compliance with Chapter 19 regulations, not just the proposed improvement.

After Approval

Applicant must pay for permit prior to construction. Permit must be kept on premises in public view, facing the right of way. Pre-construction and final inspections are conducted.

Conditions & Exceptions

1. Floodplain development permit is not complete until signed,

2. Violations of the permit will be subject to citations as provided per Chapter 19 of the Code of Ordinances.

3. Fees may vary depending on acreage size and if the parcel is located in a conveyance zone or the floodway.

What You Need

(If the value of the proposed work is equal to or more than 50% of the market value of the existing structure, the project is considered a "substantial improvement") 1. Building permit application 2. *Signed, sealed, itemized cost estimate provided by a professional engineer or architect -OR- signed, sealed, itemized cost estimate notarized by home owner and contractor -WITH- HCAD summary -OR- appraisal signed by a licensed real estate appraiser, *Elevation certificate demonstrating that the existing structure is compliant by elevation (lowest floor is at least 12"above 500 yr. base flood elevation) -OR- elevation certificate demonstrating that the structure will be elevated (construction plans, mitigation plan, etc. required to show how the elevation will be done)

What You Need

1. Pre-Construction Inspection: a. A copy of the approved plans and permit onsite. 2. Pre-Fill Inspection: a. A copy of the approved plans onsite b. A completed Pre-Fill Mitigation Certificate. May require: a pre-fill topographical survey and/or evidence of spoils removal and placement outside of the floodplain. 3. 2nd Elevation Certificate Inspection: a. A copy of the approved plans onsite. b. A correct, completed original Elevation Certificate marked “Building Under Construction” in section C1 of the certificate. 4. 3rd Elevation Certificate Inspection: a. A copy of the approved plans onsite. b. A correct, completed original Elevation Certificate marked “Finished Construction” in section C1 of the certificate. 5. Site work Final Inspection: a. A copy of the approved plans onsite May require: As-Built Survey, As-Built Mitigation Plan/Calculations, evidence of spoils removal and placement outside of the floodplain. 6. Final Floodplain Inspection: a. A copy of the approved plans onsite. May require: Flood Proofing Certificate.
