An earth hauling permit is required for anyone who wishes to transport earth materials in the City of Houston. Earth materials include: minerals, rocks, and soil.
Code Enforcement officers may request a copy of your earth hauling permit at any time. Please keep a legible copy of your permit within your vehicle. You may also display your Earth Hauling number (EH#) on your vehicle to assist in the identification of your permit.

To obtain approval for new or existing earth haulers, please submit a completed copy of the CE-1026 Earth Hauling Application.
- Complete the Earth Hauling Application (CE-1026) form and submit it via email to [email protected].
- Register for or log in to your iPermits account.
- Once your application is processed, you will receive a sales order and instructions on how to pay for the permit/renewal online.
Complete the Earth Hauling Application (CE-1026) and mail it along with a check or money order for the amount of $35.57 payable to the City of Houston to:
