Permit allows an individual to engage in the temporary or transient business of selling goods or merchandise from a vehicle on non-residential property or from an enclosure that does not require a Certificate of Occupancy.
Each permit is limited to 7 consecutive days of operation.
On the days authorized, permittee must publicly display the permit during the term at the designated location. The permittee must also clean the property at the conclusion of each permit period.
Applicant must obtain a $10,000 surety bond for the duration of the permit and remains in effect two years beyond the permit's conclusion. The applicant must also obtain executed written permission from the property owner.
Applicant must apply for each seven-day permit.

- Copy of the applicant's driver's license
- Notarized statement of consent from the property owner where the activity will occur
- Texas Sales Tax Permit
- Surety bond in the amount of $10,000 that remains enforce for two years and seven days from the date of (the permit's) issuance.
- Method of payment: cash, check, cashier's check, money order, or debit/credit card
- Bring the completed application, supporting documents and payment to the Houston Permitting Center.
- Obtain a numbered ticket from the Information Desk. Please wait in the lobby until your number is called.
