License allows an operator to rent or let space to multiple vendors for the purpose of selling items, goods, products, wares, chattels, or articles of any kind which were previously owned and used by another entity.
Licensee must maintain records pertaining to the vendors, and employees thereof, for each space at the common market.
Licensee must ensure all openly displayed goods shall be available for examination by City of Houston police officers.
Inspection is required on initial application.
Renewal is required provided market is still in operation.
- The common market application must include:
- Legal description of the property where the market will be operating
- Notarized affidavit of consent from the property owner authorizing the use of the land/facility for the common market
- Number of vendors operating at the location
- Valid Certificate of Occupancy for the proposed location
- Method of payment: cash, check, cashier's check, money order, or debit/credit card
- Bring the completed application, supporting documents and payment to the Houston Permitting Center.
- Obtain a numbered ticket from the Information Desk. Please wait in the lobby until your number is called.

Inspection is required on initial application. ARA will conduct the inspection within 3 to 10 days and notify the applicant if and when the permit is available to pick up.

- Bring the renewal notice and payment to the Houston Permitting Center.
