Commercial/multi-family remodel, repair, and/or conversion include the interior alterations of a commercial/multi-family building. Improvements to be made are wholly contained within the footprint of an existing structure. This does NOT include footprint addition to the building. Chapter 19 states “substantial improvement” shall mean any reconstruction, rehabilitation, addition or other improvement of a structure, the cost of which equals or exceeds 50% of the market value of the structure, before the start of the construction of the improvement. Substantial improvements will require the ENTIRE structure to be brought into compliance with Chapter 19 regulations, not just the proposed improvement.
Applicant must pay for permit prior to construction. Permit must be kept on premises in public view, facing the right of way. Pre-construction and final inspections are conducted.

* Elevation certificate demonstrating that the structure is compliant by elevation per Chapter 19 ordinance-OR- elevation certificate demonstrating that the structure will be elevated (construction plans, mitigation plan required to show how the elevation will be done)

Two copies of plans/documentation can be submitted at the permit counter
1. Pre-Construction Inspection: a. A copy of the approved plans and permit onsite. 2. Pre-Fill Inspection: a. A copy of the approved plans onsite b. A completed Pre-Fill Mitigation Certificate. May require: a pre-fill topographical survey and/or evidence of spoils removal and placement outside of the floodplain. 3. 2nd Elevation Certificate Inspection: a. A copy of the approved plans onsite. b. A correct, completed original Elevation Certificate marked “Building Under Construction” in section C1 of the certificate. 4. 3rd Elevation Certificate Inspection: a. A copy of the approved plans onsite. b. A correct, completed original Elevation Certificate marked “Finished Construction” in section C1 of the certificate. 5. Site work Final Inspection: a. A copy of the approved plans onsite May require: As-Built Survey, As-Built Mitigation Plan/Calculations, evidence of spoils removal and placement outside of the floodplain. 6. Final Floodplain Inspection: a. A copy of the approved plans onsite. May require: Flood Proofing Certificate.
