Apply What you need
  • Provide a method of payment.
  • Engineering Firm in good standing with the Texas Board of Professional Engineers.
  • Plan sets must comply with the guidelines set by the City of Houston Infrastructure and Design Manual.
  • Any additional information you would like to include, such as Geographical Information System (GIS) spreadsheets and pole load analysis, Letter of Non-Objection (LONO), etc. 
Apply Online Steps
  1. Create an account for or log into iPermits Portal.
  2. Complete the "Office of the City Engineer Plan Review Application."
  3. Check mark "Digital Antenna System."
  4. Complete payment of plan review fee (credit card or e-check).
  5. Follow the invitation email to upload plans to ProjectDox and complete your task.
Apply Conditions & Exceptions

The approved plans are only valid for one year. Applicants are required to submit a Geographic Information System (GIS) file, along with the completed form, at the time of submittal. The GIS file must contain the coordinates for each site location.

Inspection What you need
  1. After issuing the approved permit, the customer is required to give a 48-hour notice to the inspector's group prior to starting any paving construction work.
    • Note: The inspectors group contact information can be found on the cover of the approved plans.  
  2. Additional permits will need to be pulled based on project scopes, such as mobility permits or street cut excavation permits.
