What is a waterline easement?

  • A water line easement is a piece of land dedicated for a water line in which the City of Houston staff can access, install, operate or maintain infrastructure. 

What is a sanitary sewer easement?

  • A sanitary sewer easement is a piece of land dedicated to a sanitary sewer line in which the City of Houston staff can access, install, operate or maintain infrastructure. 

What is a storm sewer easement?

  • A storm sewer easement is a piece of land dedicated for a storm sewer line in which the City of Houston staff can access, install, operate or maintain infrastructure. 

What is a ROW easement?

  • A Right-of-Way (ROW) easement is a piece of land dedicated to gain, widen, or improve, which the City of Houston staff can access, install, operate or maintain infrastructure. 

What is a sidewalk easement?

  • A recorded easement that grants to the public a perpetual, non-exclusive easement on, over, and across private land for the construction, maintenance, and use of a sidewalk. 

What is a fire hydrant easement?

  • A fire hydrant easement is a small piece of land dedicated for a fire hydrant, in which the City of Houston staff can access or install infrastructure. 

After Approval
  • Customer includes Recorded Number (RP-####-######) on plans submitted to OCE for design drawing approval.  

  • The actual Recorded Easement documentation needs to be uploaded with the drawings for approval.

  2. Form 584 - General Utility Easement (PDF or Word)
  3. Proof of Ownership/Deed
  4. Survey (review the checklist for required survey items)
  5. Metes and Bounds
Apply Online Steps
  1. Email all five (5) required PDF documents (300 dpi or greater) to [email protected].  
  2. Staff will provide an email notice to schedule an appointment for "Easement Dedication Submission/Assistance"
  3. On the day of your appointment, bring the original Form 584 (with wet signature in BLUE INK ONLY) to 1002 Washington Ave, second floor.
