The City of Houston is paper free! Applying and submitting plans online is now required for:
- Residential building construction projects
- Sign projects
- Electronic locks projects
- Residential solar panel projects
- Commercial building construction projects
- Office of the City Engineer projects

The iPermits customer and contractor portal is used to:
- Submit permit applications,
- Pay for fees
- Track and view plan review comments
- Schedule and view inspection comments
- Print the building permit.
There are two types of user accounts available: Licensed and Non-licensed.
Tradesmen, engineers and engineering firms must create a licensed account. In addition, individuals and organizations with an advanced pay account (APA) must create a licensed account type. All other users will create a non-licensed account.
