The Floodplain Management Office is responsible for permitting all construction activity within the City of Houston’s Special Flood Hazard Area in accordance with the provisions of the City of Houston’s floodplain ordinance and regulations set by the Federal Emergency Management Agency (FEMA).
The office:
- Issues floodplain development permits for any construction activity in the 500-year floodplain, 100-year floodplain, and floodway
- Inspects construction projects for conformance with floodplain development permit requirements
- Manages Letters of Map Change (such as CLOMRs, LOMRs, CLOMAs, and LOMAs)
- Reviews drainage plans for platting
- Provides floodplain maps, flood insurance, and other floodplain information to the public
- Implements the City’s Community Rating System program through FEMA
- Maintains the City’s Floodplain Management Plan
- Maintains the Program for Public Information (PPI) PPI 2021
- Maintains the Flood Insurance Assessment (FIA) FIA 2024
- Assists with Flood Disaster Recovery
