Registration allows an entity to publicly request donation of money, property, other things of value (or pledges for future donations thereof) with the intent of the proceeds used to fund a charitable purpose. The Class A registration allows for solicitation of funds from occupants of vehicles on public streets.

After Approval

Within 120 days of the registration's expiration, the applicant must file with ARA a closing statement that:

  • details the funds collected or pledged 
  • states the purposes and amounts of funds that have been or will be distributed.
Conditions and Exceptions

Failure to file a closing statement will be used as grounds for denial of a subsequent registration.

Applicant must re-apply for each 30-day period of on-street solicitation.

  • Class A application that describes or identifies:
    • Charitable purpose and use of the funds 
    • Methods, times and dates of solicitation activities 
    • Proposed amount of funds solicited and projected expenditures 
    • Solicitation activity outside of Harris County by the applicant
    • Whether any business partner or corporate officer has been convicted of a felony or misdemeanor involving moral turpitude.
    • Each location that solicitation will occur and the number of persons involved at each location
  • Method of payment: cash, check, cashier's check, money order, or debit/credit card

  1. Bring the completed application, supporting documents and payment to the Houston Permitting Center. 
  2. Obtain a numbered ticket from the Information Desk. Please wait in the lobby until your number is called.
