Transporter Permit
If you haul special waste in the City of Houston streets you must obtain a Transporter permit. Waste must originate in the City of Houston.
It shall be unlawful for any person to act as a transporter unless the person holds a current and valid transporter permit or is acting as the agent or employee of a person who holds a current and valid transporter permit.
If your application is approved, you will be contacted to schedule an appointment to inspect your equipment or vehicle.
Annual permit is for the permitting year which starts Feb. 1, 2021 through Jan. 31, 2022. Payments are only valid for the current permitting year.
Temporary permit is valid for 31 days and cannot exceed 3 times per year.

Permits are not transferrable when ownership changes.
If application doesn’t meet all requirements it will be denied.

- Photocopies of drivers licenses for all owners, managers and drivers
- Evidence of financial responsibility for each vehicle and trailer
- A City of Houston Waste Transportation Permit Bond for $150,000 or Pollution Liability coverage of $1,000,000
- Photocopy of the Texas Commission on Environmental Quality Letter of Registration
